شارك السيد محمود المنديل، عضو لجنة حماية الموروث الثقافي في اللجنة الاستشارية للاتحاد الأوروبي ، في جلسة حوارية حول  مساهمة المجتمع المدني في بلورة استراتيجية وطنية تشاركية لمكافحة الإرهاب تستند إلى مبادئ حقوق الإنسان، وذلك بالتعاون مع بعثة الاتحاد الأوروبي الاستشارية في العراق، ومستشارية الأمن القومي العراقي، والمعهد الدولي للعدالة وسيادة القانون.

سلطت الجلسة الضوء على أهمية إشراك المجتمع المدني في تصميم وتنفيذ سياسات مكافحة الإرهاب لضمان احترام حقوق الإنسان وتعزيز التماسك المجتمعي، مع التأكيد على تبني نهج شامل يراعي النوع الاجتماعي ويعزز التعاون بين الجهات الرسمية والمنظمات غير الحكومية.

كما ناقش المشاركون التحديات التي تعرقل تنفيذ الاستراتيجية، ومنها الحاجة إلى تعزيز التنسيق المؤسسي، ورصد استخدام وسائل التواصل الاجتماعي في نشر خطاب الكراهية والتحريض، بالإضافة إلى أهمية تطوير برامج فعّالة لإعادة التأهيل والدمج المجتمعي للأفراد العائدين من مناطق النزاع.

Dialogue Session on the Role of Civil Society in a National Counter-Terrorism Strategy

Mr. Mahmoud Al-Mandeel, a member of the Cultural Heritage Protection Committee within the EU Advisory Committee, participated in a dialogue session that discussed the contribution of civil society to shaping a national, participatory counter-terrorism strategy based on human rights principles. The session was held in cooperation with the European Union Advisory Mission in Iraq, the Iraqi National Security Advisory, and the International Institute for Justice and the Rule of Law.

The session highlighted the importance of involving civil society in the formulation and implementation of counter-terrorism policies to ensure the protection of human rights and the strengthening of social cohesion. Emphasis was placed on the need for a comprehensive national approach that is gender-sensitive and fosters cooperation between governmental bodies and non-governmental organizations.

Participants also addressed key challenges hindering the implementation of the strategy, including the need for enhanced institutional coordination, the monitoring of social media platforms used to spread hate speech and incitement, and the development of effective rehabilitation and reintegration programs for individuals returning from conflict zones.
