UNESCO Iraq Office Commemorates International Day to End Impunity for Crimes against Journalists
UNESCO Iraq Office commemorated the International Day to End Impunity for Crimes against Journalists with extensive discussions in Baghdad. The event brought together journalists, representatives from the Iraqi judiciary, the Ministry of Interior, and civil society organizations focused on media affairs.
Iraqi journalists shared their experiences of attacks on themselves and their colleagues, highlighting how perpetrators often evade punishment. These incidents were collectively addressed with the aim of finding solutions to prevent their recurrence.
During the event, journalists paid tribute to their colleagues who lost their lives to violence and terrorism during Iraq's democratic transition over the past two decades. They emphasized that many of these cases remain unresolved, with perpetrators enjoying a high level of impunity.
Judge Amer Hassan, the representative of the High Judicial Council and the head of the Media and Publishing Court, reiterated the judiciary's commitment to achieving justice for media and journalism victims. He emphasized the need for specialized courts for media-related cases. Major General Saad Maan, the security advisor to the Minister of Interior, highlighted the importance of journalists reporting such cases and urged the families of slain journalists to pursue legal action for reopening these cases and conducting fresh investigations.
Journalists at the event stressed the necessity of establishing a national team comprising journalists and civil organizations responsible for monitoring cases related to journalists, including assaults, murder, and abduction. They expressed concerns about the rising impunity for perpetrators.
UNESCO presented the latest reports addressing impunity indicators in countries worldwide, including Iraq. It underscored the shared responsibility of the government and relevant authorities in ending impunity, as well as the role of journalists, civil society organizations, and media outlets in promoting advocacy to break the silence and end impunity.

مكتب اليونسكو في العراق ترفع طلبات الصحفيين بمناسبة اليوم الدولي لإنهاء الافلات من العقاب لقتلة الصحفيين
أحيت اليونسكو في العراق اليوم الدولي لإنهاء الافلات من العقاب لقتلة الصحفيين بنقاشات موسعة بين الصحفيين وممثل القضاء العراقي وممثل وزارة الداخلية فضلا عن منظمات المجتمع المدني المعنية بشؤون الصحافة والإعلام في العاصمة بغداد اليوم.
وقدم مجموعة من الصحفيين العراقيين مظالمهم بسرد قصص اعتداءات طالتهم وأخرى طالت زملاء لهم في وقت افلت فيه الجناة من العقاب لأسباب كثيرة كانت مطروحة للنقاش اليوم والتفكير الجماعي بايجاد حلولا لها لضمان عدم تكرارها.
وقد استذكر الصحفيين والصحفيات اليوم في الحفل زملائهم الذين قضوا قتلا واغتيالا وارهابا خلال عشرين عام مرت على التحول الديمقراطي بالعراق وذكروا السلطات بان اكثر هذه القضايا لايزال جناتها احرارا بلا عقاب.
ممثل مجلس القضاء الأعلى القاضي عامر حسن رئيس محكمة النشر والاعلام شدد في كلمته اليوم على ان القضاء مصر على تحقيق العدالة لضحايا الصحافة والاعلام وقد ترجم جدية السلطة بتأسيس محاكم النشر والاعلام. اما اللواء سعد معن المستشار الأمني لوزير الداخلية فقد ركز من جانبه على ضرورة الابلاغ من قبل الصحفيين وان يتابع ذوي الصحفيين الذين قتلوا قضاياهم بالمحاكم وتحريك الدعاوى لضمان اعادة فتح تلك الملفات وإجراء التحقيقات فيها من جديد.
الصحفيات والصحفيين الذين حضروا هذه الجلسة اكدوا على ضرورة تشكيل فريق وطني من الصحفيين والمنظمات المدنية يتولى عملية متابعة القضايا التي تخص الصحفيين سواء كانت اعتداءات او عمليات جنائية كجرائم القتل والخطف، معربين عن قلقهم من تصاعد نسب افلات الجناة من العقاب.
اليونسكو بدورها استعرضت آخر التقارير التي تعالج موشرات الافلات من العقاب في دول العالم ومن بينها العراق، وذكرت بالمسؤولية الجماعية للحكومة والسلطات المعنية في إنهاء الافلات من العقاب من جانب، وعلى جانب آخر دور الصحفيين ومنظمات المجتمع المدني ووسائل الإعلام في تعزيز أنماط المناصرة لكسر حاجز الصمت وانهاء الافلات من العقاب.
